Manual Scavenging – RTI response

In 2011 – 2012, the union budget allotted Rs 100 crore to the Self Employment scheme of liberation and rehabilitation of scavengers. Can you please share details as to 
1) the number of manual scavengers that  were rehabilitated as part of this effort
1a) please share the details including the names, region they belonged to and the jobs that they are now doing
2) the number of dry latrines that were demolished, if any
3) the rehabilitation programs that were identified for the manual scavengers
4) if any scavengers were rehabilitated who were working at the railway stations
Also can you please share details of any surveys conducted to 
1) identify the number of manual scavengers who still need to be rehabilitated 
2) identify the number of dry latrines that need to be converted
3) identify the number of scavengers at railway stations who need to be rehabilitated

The highlights of the RTI response

1) Top 3 states in terms of the manual scavengers that still need to be rehabilitated
Gujarat : 52,542
Maharashtra: 45,699
Rajasthan: 43,567

2) A budget for 100 crores was set aside but the states never requested for these funds, so only 20 crores was spent and that too to conduct the survey of manual scavengers

3) The rehabilitation program includes self employment projects where project costs vary from 25,000 to 5,00,000 each

What can be done

  • Enquire with the individual states to understand what their plan is to address these issues and by when
  • Work with Sulabh and other organizations if one can to support in any manner possible
